Meaning:  
1) explain, describe, present (something in an organized way).

Meaning:  
1) intend, plan (to do something).
2) leave (for a place).

Examples:
- They succeeded in what they set out to do.
- They set out for London early the following day.

Examples:
- They set about creating a new Web site.

- The incident set off a debate about how public land should be used.
